Disadvantaged Community Involvement Program

Disadvantaged Community Involvement Program (DACIP) was approved as part of Proposition 1 in 2014. Guidelines were developed by Department of Water Resources (DWR) in 2016.

The goals of DACIP are:

  • Strengthen relationships and engagement with DACs and develop long-term working relationships.
  • Identify new DACs and engage them in relationships and opportunities.
  • Support and engage DACs in watershed planning, identifying water-related needs, and ultimately working together to assist them in developing needed project plans.
  • Assist/support DACs in securing potential State and/or local funding, if and when available.

WaterTalks is a public program designed to generate and increase community involvement in planning a sustainable water future for California. Its goal is to explore the strengths and opportunities of 128 communities in the LA and Ventura counties facing on-going economic and environmental distress, and to gather input to prioritize and recommend water-related projects based on issues of greatest concern.
