The Los Angeles Gateway Region Integrated Regional Water Management “IRWM” Joint Powers Authority “JPA”) also known as GWMA is a large watershed-based coalition. It is currently comprised of multiple cities, water agencies and a port that are responsible for coordinating the regional watershed needs of 2 million people in the Gateway Region located in Southeastern Los Angeles County. Distinctive hydrogeological, topographic, demographic and political elements bring the GWMA together as a cohesive, interdependent, self-governing body.

Annual membership dues are set annually by the board of directors. For FY 2021/2022, the annual dues are $15,000. Any public water agency or city providing services in the Gateway Region is invited to join at any time of the year.
On April 12, 2012, the GWMA board adopted Administrative Policy 2012-1, “Ex-Oficio Participant Policy”. This policy provides the opportunity for cities to join the GWMA as an ex-oficio participant. The policy which is posted under “Documents” describes the criteria and details of this type of membership.
